They are. Conventionally (just like wardialers would do :-) you have lists
of each telco, what exchange is assigned to them, and try to figure out
where all the hospitals are at so you can avoid direct dialing patients
and such.

But now that people (in a few areas, soon more) can get their home #
transferred to a cellular phone, it breaks the system of being able to
know the cellular telephone exchanges. (This could really free up a bunch
of numbers though!)
