    Yeah it still takes all of those to drill a bulkhead, thing is everyone
of those pieces of paper is one or more dead or injured sailors.  I think
you left out the gas free certification.  IMHO if it takes three trees worth
of paper work to keep seaman Johnny from getting electrocuted while drilling
a hole through a fuel tank bulkhead to put up a picture of "Britaney
Spaniel".  That's three trees well used.
