It may not be a simple task, but when enough people call cell carriers to
remove these calls from their bills, the carriers might do something.
That does assume consumers will make those complaints. I don't think it's
much of a stretch, since they are paying for the air time.

Actually, they don't. They have the right to market, of course, but not
to force you to incur the expense of receiving the call or invading your
personal space. That's why the prohibition is in place. The same applies
to spam text messages going to cells, I believe. People are not going to
be willing to pay to receive it, and it's not cheap.
It's sorta like the salesman wedging his foot in the door. He doesn't
have that right. He doesn't even have the right to be on your property if
you don't want him there.
