The Hippocratic Oath does not give legal context to address a grievance,
nor does it clearly define what "harm" is.

It also doesn't tell doctors which medications are controlled substances,
garantee the quality of surgical steel, or any number of things which
are part of the system.

Without regulation you'd have unlicensed doctors using bleeding needles
to treat cancer.
